Now I collected some info about it.Bows seem to be the weapon of choice, probably due to their better attack speed. Over a given time period you will be able to attempt more attacks and thus possibly cause more critical hits than when using a javelin/crossbow.

One possible scenario would be to use both (PvP and PvE). Fire the heavy weapon on the initial volley using Rapid Shot, thus putting the inherent higher base damage to better use, and then immediately switching to your bow to take advantage of the better attack speed for the remainder of the encounter.
Higher modes should have enough skill points to do both, but I have a feeling that many simply stick with the bow because it is faster.
